World Handicapping System

Dear Members,

Many of you may already be aware that a new World Handicapping System (WHS) will be introduced on 30 January. Details of the forthcoming changes can be found via this link www.golf.org.au/whs and Golf Australia will shortly be emailing information to all Australian golf club members with further details of the changes.

While there are a number of changes, it is useful for members to know that the WHS involves less change for Australia than it does for any other country. We encourage you to start reviewing the material available to understand what changes to expect. The main changes that Australian golfers will experience include the introduction of a 3 shot ‘Soft Cap ‘, a ‘bonus’ handicap reduction following exceptional scores, and changes to the way in which GA and Daily handicaps are calculated.

In regard to handicap changes, our male members will generally see an increase in their daily handicap of 1 shot when playing off the blue tees reflecting the fact that our blue course has a scratch rating of 73 compared to the par rating of 72. Our women members will see an increase in their daily handicap of 2 shots when playing off the red tees allowing for the scratch rating of 74 compared to par of 72. When playing off the white tees, male members will generally see a 2 shot reduction in the daily handicap from their usual while tee handicap due to the scratch rating of 70 compared to par of 72. It is important to note that members are not required to take any action in relation to these changes as handicap will continue to be calculated through our computer system and printed on cards.

Members may have also heard that maximum allowable handicaps will increase to 54 for both male and female members. While this is the case, the Match Committee has taken a decision to retain maximum handicaps for the majority of our competitions at 36 for men and 45 for women. This will apply to both GLGC members and visitors, and for some events such as our Open events we will continue to have lower maximum handicaps. This decision has been taken in line with our commitment to ensure rounds of golf at our course can be played in a reasonable time. The Match Committee will be monitoring the changes once the new system is in-place to review the policy and ensure members are not overly advantaged/disadvantaged.

We are currently undertaking detailed analysis of our current competition handicap grade ranges, both we regard to the impact of the changes but also to ensure they grades are fair and equitable to all players. We will provide further information on any changes to handicap ranges shortly.

Please note that there will be no immediate handicapping on any rounds played on the 27th January through to the 30th of January. Any rounds played on these dates will be uploaded and handicapped after the 30th of January .

  • The meeting opened with a discussion on the Capital Works Program for 2020.   This part of the meeting was joined by Steven Morgan who has agreed to assist manage projects we do on the course now Norm Loughton will not be providing this service.  There was general agreement that the early focus should be on the repair of the course post the very dry period. This will take significant effort and time and will require funds from the Course Maintenance Levy collected throughout the year. Any other projects considered worthy will be delayed until the course is again in very good condition.  The Committee is considering what other projects that might be done, post the repair effort.
  • Noting the dire state of the course, the Committee also discussed whether we needed to increase the competition fee for Club competitions to $12 (which would be in-line with the fee Murray has for the pro-comps) with the additional $2 going to monies to be used in repairing the course.  We are very mindful that we will need extra money for this purpose and that increasing the competition fee is one way of raising some of the additional funded needed.  It was agreed that we would see what the coming month brings in terms of rain and its effect on the course, and that we would reassess whether we needed the additional funds at the next meeting/s.   
  • There was discussion about whether we should move to preferred lies or tee-up on the fairways. After consultation with the Course Superintendent and discussion in the meeting, it was agreed that neither would be implemented at this stage.
  • The Revised Objects and Rules have been ratified by the Ainslie Board and signed by the CEO.  The revised version has been uploaded to the Website.
  • New Guidance Statements have been added to the website on the Lifestyle membership category and the Club’s Extreme Heat Policy.  
  • The recent website posts updating members on the water situation were noted and appeared to be receiving good feedback from members. 
  • The CFO of the AFSC has informed me that the 2000 points owed to members with 10 years of continuous club membership have been uploaded to those members Ainslie cards. 
  • The 2020 Members Handbook is currently being finalised and should be uploaded to the website in the near future.  There are a few dates that we need to finalise the playing schedule which we we have very soon.  Until the book is available check Splash for the upcoming events.  These are listed in the newsletter for your information.
  • The Club will no longer be hosting the Australian Boys Amateur Championships in April of this year.  We were not prepared to host the event for the amount of money offered to the Club by Golf Australia and the disruption to our members and the playing schedule.

An update on the water situation……

An update on the water situation……

The club has had to take further steps to protect the diminishing water supply. These steps have now been in place for a couple of weeks and are likely to remain in place until such time as there is substantial rain to replenish the dams.  We have now unfortunately had to stop watering the fairways. Between the lack of water and the evaporation rates, together with the detrimental effect of the high winds to the watering itself, the water situation has continued to deteriorate over the past couple of weeks.  With no rain of significance on the horizon, these steps have been required to safeguard supplies as they stand and ensure we have enough to concentrate on more vulnerable and higher priority areas of the course. Considering the amount of work we have done to improve the fairways in the past couple of years, this is a tough call and has not been made lightly.

The areas watered will now be greens and tees (excluding the tee-carry). Greens preservation will remain the priority should any further reductions be required in the future. While we are currently pumping from Gungahlin pond, this remains a limited resource and we will be informed by Government when he has to cease this. The next review of this facility is expected to be in the next few weeks. Hopefully we will be permitted to continue pulling some water from the larger pond.

Going forward we will now be pumping at a reduced rate in the region of 250-300 kl per day, down from 1.2 ml and the more recent 800 kl/day.  Of note the main dam is now down to about 3 m depth down from 4 m two weeks ago despite the recent reductions and the pumping from Gungahlin pond.  What is being pumped in from Gungahlin pond now is hoped will keep our levels at somewhere near the status quo.

As an aside, can I ask that if you see Shane and his team, you say hi and thank him for all of the work he and the team are doing.  The pumps that you will have seen working on the course have a run-time of around 3-4 hours and it has been Shane and a few others (Mark Hynes is one) who have been coming to the course to refuel the pumps so that we can continue pumping the water from the main Gungahlin pond.  Shane has been doing this for weeks now at a significant impost to his family and personal life balance.  Additionally, you may have noticed the team hand watering the Greens and their surrounds. There is simply no one more dedicated and we are incredibly lucky to have him and his small team.
